Scanned PDF to Word Conversion

I have a scanned PDF that needs to become a fully editable Word file. Every bit of text—even the text that appears inside images—must be captured with high-accuracy OCR, so I can search and update the document later. While doing this, I still want the finished .docx to look exactly like the original: same fonts, tables, headers, footers, and overall layout.

Please use whatever reliable OCR or PDF-conversion tools you prefer (Adobe, ABBYY, Tesseract, or similar) as long as the result meets the following acceptance criteria:

• All pages faithfully reproduced in Word with original formatting intact
• All image-embedded text converted to real, selectable text and placed correctly
• No missing characters, garbled symbols, or misplaced elements

Once the file is ready, send back the editable Word document and, if you used automated extraction, also include any interim OCR output so I can verify the process if needed.
