Restore Blurry Photo to Natural Quality

I have a single image that matters a lot to me, but it is both blurry and fuzzy. A previous attempt at enhancement left it still looking blurry, fuzzy and outdated, so I need a skill-driven retouch that brings the picture up to the crisp, life-like clarity you would expect from a shot taken today.

What I expect
• A high-detail restoration—facial features, textures and subtle tonal shifts should feel sharp yet natural, not over-sharpened or plastic.
• Colour and lighting balanced convincingly; no haloing, posterisation or obvious AI artefacts.
• Final file in high-resolution TIFF and a web-ready JPEG, both at the original aspect ratio.

Constraints
• I have no reference photo to guide you, so every decision must come from your restoration expertise.
• Please work nondestructively (Photoshop smart layers or equivalent) so that any tiny tweaks are still possible before we close the job. Or any other app you use.

I will release payment only once the restored image can sit beside modern photos and no one can tell which one started out damaged.
