Repeatable Azure Terraform Deployment

We have a requirement for creating repeatable Azure deployments. This project has has the following milestones and deliverables:

Milestone 1 — Environment and deployment setup
Set up and script the deployment of the application environment using infrastructure-as-code. Deliverable: repeatable deployment from a clean subscription.

Milestone 2 — Authentication and access configuration
Configure application identity and access, and automate the parts that are currently manual. Deliverable: sign-in works on a freshly deployed environment with no manual steps.

Milestone 3 — Pre-deployment validation
Add checks that run before deployment starts and report clearly if prerequisites are not met, rather than failing part-way. Deliverable: validation step plus user-facing messaging.

Milestone 4 — Clean teardown
Implement a full removal routine that returns the environment to its original state. Deliverable: scripted teardown verified against a live deployment.

Milestone 5 — CI/CD pipeline work
Build out or migrate the build and release pipeline, including self-hosted runners. Deliverable: working pipeline with documentation.

Milestone 6 — Application feature work
Backend/API feature development in Python and/or TypeScript against supplied requirements. Deliverable: feature complete, tested, merged.

Milestone 7 — Handover
Written documentation and a walkthrough session covering everything delivered.
