Regain Control of Google Business Page

The Google Business profile for my shop is still held by a previous media manager who refuses to transfer primary ownership to me. I have already spoken with Google Support, but so far they have not resolved the matter. I did submit the official ownership-transfer request through the Business Profile Manager, yet the request was denied.

What I have NOT done—and where I need guidance—is the formal verification of my shop with the supporting documents Google accepts (utility bills, business licence, storefront photos, etc.). I want someone who knows Google Business Profile policies inside-out, can walk me through or handle the document verification, and can push the right escalation channels so the listing is finally reassigned to my Google account.
