Precise PDF-to-Word Reconstruction

I need a PDF rebuilt from the ground up into a fully editable .docx that opens perfectly in Microsoft Word 2019 (and newer). Every visual cue in the original—fonts, spacing, headers, footers, images, tables, charts, page breaks—has to land in the exact same spot so the document can serve as my living master file.

Please create the file natively in Word (no text saved as images) and keep all elements editable and properly styled. I will overlay pages to verify alignment, test styles for easy global edits, and run Word’s compatibility checker to confirm it passes for the 2019 build.

When you send back the finished .docx, I’m expecting a mirror image of the PDF that I can start updating immediately.
