My name is William T. Bruck Jr. I am an 85-year-old veteran seeking representation concerning a potential police-misconduct and civil-rights action arising from an incident in Brick Township on December 23, 2025.
The incident began when an off-duty police officer, driving his personal unmarked vehicle, allegedly witnessed a traffic violation involving me. I timely submitted a New Jersey Tort Claims Act Notice of Claim. I am now collecting the remaining police, dispatch, court, and medical records and am prepared to proceed with litigation once counsel has evaluated the available causes of action and applicable deadlines.
The damages component is significant. I have objective cardiac records from before and after this incident. A 2024 examination documented approximately 65% heart function. A subsequent 2026 examination documented approximately 35% function. During this period I experienced serious cardiovascular problems that resulted in hospitalization and two major heart procedures. My medical records also address the role of stress. I can provide the complete records so counsel and an appropriate medical expert can evaluate causation rather than relying solely upon my description of the medical findings.
I would specifically like counsel to investigate the off-duty officer's authority and departmental policies concerning pursuing a motorist for approximately 15 miles while off duty and operating a private vehicle, what information he communicated to responding officers, the basis upon which the summonses were issued, and whether the conduct supports federal civil-rights or New Jersey state-law claims.
