Pixel-Perfect PDF-to-Word

I have a standard, fully selectable digital PDF that needs to be reproduced in Word so precisely that you can lay the two documents on top of each other and not spot a shift. Every margin, line break, and alignment cue must remain intact; I do not want a re-flowed or “close enough” file—this has to be an exact match of the original layout while still giving me completely editable text.

The only elements that absolutely must be frozen in their original positions are:
• Headers
• Footers
• Page numbers

Deliverable: a clean .docx file that opens flawlessly in the latest Microsoft Word, mirrors the PDF page-for-page, and allows me to edit any body text without breaking the design.
