PDF to Fully Editable Word Document

I have a PDF that needs to become a .docx file while looking exactly the same on screen and on paper. Every page, image, margin, font choice, and line break should transfer over so the Word version is a mirror-image of the original. The twist: any tables, forms, or checkboxes you encounter must turn into live, editable elements—not just flat pictures—so they can be filled in or modified later without breaking the layout.
Preferred approach is whatever mix of Adobe Acrobat, OCR, and Microsoft Word you’re comfortable with, so long as the final document opens cleanly in Word 2019+ and allows full editing.
Deliverable
• One .docx file replicating the PDF, with all tables/forms fully editable and the overall formatting intact.
I’ll compare the Word file side-by-side with the PDF; once I see no visual differences and can freely edit every table cell and form field, the job is complete.
