I need a clean, fully functional Oracle Cloud Infrastructure tenancy readied for hosting applications. The work starts with creating the OCI account itself, continues through all of the foundational configuration, and ends with a running virtual machine that already has the libraries my apps depend on.

Here is what I expect to walk away with:

• An OCI tenancy configured with the right compartments, policies, VCN, subnets, gateways, and security lists so I can deploy web-facing workloads straight away.
• At least one Compute VM spun up, reachable over SSH, sized sensibly, and tagged for easy management.
• All required runtime libraries and supporting packages installed on that VM; once you hand it over I should be able to copy my code, point a domain, and start serving traffic.
• A brief hand-over note or screen-share that shows me where everything lives in the console and how to replicate the steps for future instances.

The purpose is strictly application hosting, so the setup can stay focused on reliability, security, and straightforward scaling rather than analytics or DR extras. If you normally use Terraform or OCI CLI for repeatability, that would be a welcome bonus, but I am fine with console-driven work as long as you document it.
