Optimized Scanned PDF Creation

I have a set of scanned documents ready for compilation and need them converted into a single, high-quality PDF. Please keep every page in its current sequence and lay out exactly two scans per PDF page. The final file should:

• Preserve the original scan resolution so text stays crisp when zoomed.
• Maintain proper orientation—no sideways or upside-down pages.
• Include embedded fonts if any OCR is applied, but OCR itself is optional.

I will deliver the images in their existing filenames, already reflecting the order I want. Once you receive them, simply arrange two per page, export to PDF/A or standard PDF (whichever keeps quality highest without ballooning the size), and return the finished document.
