NURBS Surface Modeling from laserscan

Surface model of object needed. Should be different parts according to which materials that are used, and where different parts of the objects meet. Source is pictures, pointcloud in las or laz format. Have two las files, one where the object is isolated (783mb) one with object and surrounding(21gb). I think working with the 783 mb isolated one will be sufficient, but can provide the 21gb if needed.
Only catch is that result is needed quite fast - as in this weekend. End result should be step file or 3dm (if you work in Rhino which would be great). Attached pictures shows the object to be reconstructed in red. Would like to see some innitial result within 24 hours from start of the task to be certain that we are on the right track.
If you are interested do show me similar work you have done, and tell me which software you would use for modeling and handling of las file.
Deliverables
Viewport screenshots showing deviation/match with point cloud.
File containing the complete, watertight NURBS model (rhino 3dm would be great, else STEP). Result should be suitable for 3d printing in parts.
