Municipal Rates Excel Cost Model

I need an easy-to-update Excel workbook that produces a complete municipal rate estimate. The model has to pull together property values for residential, commercial and industrial parcels, apply current tax rates, layer in municipal services fees, and then add a separate civil engineering cost section so I can see the full picture in one place.

Key deliverables:

• Input cells for each property class with space for future growth figures
• Tables that let me drop in new tax rates and services fee schedules without breaking formulas
• A civil-cost worksheet that rolls up unit rates, quantities and contingencies into a single figure and feeds it to the main summary
• Automatic totals showing annual and monthly charges by property type and overall

The file should rely on standard Excel functions so anyone in the office can maintain it—no macros unless they are absolutely necessary. Clean formatting, locked formulas, and brief cell notes explaining the logic will count as acceptance criteria.
