Moodle LTI Peer Review Plugin

I need a Moodle plugin, delivered as a clean installable ZIP, that enables true peer-to-peer assessment through an external LTI 1.3 tool. Once installed, teachers will be able to add the activity just like any other Moodle assignment. When a student clicks the link, the LTI launch should open the peer-review workspace hosted on my separate server; authentication and enrolment must flow automatically from Moodle.

Core flow
• Course creator adds the activity inside an assignment or quiz.
• Submissions move to the external tool, where each student is assigned anonymous reviewers.
• After reviews are submitted, grades are passed back to the Moodle gradebook.

Key requirements
• Anonymous reviews are mandatory.
• Standard Moodle grading rubrics are fine; no custom rubric builder is required.
• Seamless integration with both Assignment and Quiz modules (no standalone workflow).
• Developed in compliance with Moodle’s plugin guidelines (PHP, must pass CodeChecker). Avoid JavaScript-heavy front-ends or any C/C++ components.

Reference & testing environment
I will provide access to a Moodle sandbox instance. If you need a functional example, the Teammates site illustrates the kind of double-blind workflow I want replicated, but adapted for Moodle via LTI.

Deliverables
1. Installable Moodle plugin ZIP with source code.
2. SQL or install script for any new DB tables.
3. Setup guide covering LTI key/secret creation, sandbox configuration, and assignment integration steps.
4. Brief admin manual and user walkthrough video (screen capture is fine).

Acceptance
• Plugin installs without fatal errors on Moodle 4.x.
• LTI launch succeeds for teacher and student roles.
• Reviewer identity stays hidden from reviewee.
• Grades return to Gradebook immediately after the review period closes.
