Monitor Spain cita previa (Toma de Huellas) slots 24/7 + Telegram alerts

I need someone to monitor the Spanish government cita previa extranjeria website (icp.administracionelectronica.gob.es) 24/7 for POLICIA - TOMA DE HUELLAS (fingerprinting / TIE) appointment slots in ALL provinces of Spain, and alert me instantly on Telegram when a slot opens.

What you will do:
- Check Toma de Huellas availability across all Spanish provinces, 24/7 (manual, script-based with Python/Playwright/Selenium, or both).
- The moment a slot appears, send me a Telegram message with province, office, date and time.
- Keep the checking rate sensible so the site does not block the IP.
- Send me a short daily status update.

Requirements:
- Experience with cita previa extranjeria or with web monitoring/automation.
- Reliable 24/7 coverage (team, VPS script, or shifts). You host and run the monitor on your own machine or server.
- Good communication in English or Spanish.

Important: do NOT book any appointment without my approval, and never ask me for passwords or payment details.
