Utility Coordination & Will-Serve Letter Specialist | 1MW–20MW Data Centers

Project Type: Contract / Ongoing
Location: United States (Remote)
Compensation: Fixed Price per Site / Milestone-Based

Project Overview

We are developing a nationwide portfolio of modular AI data centers ranging from 1MW to 20MW and are seeking experienced utility coordination and infrastructure development professionals to secure formal Will-Serve Letters and written service availability confirmations from utility providers.

This is an execution-focused assignment. We are not seeking general research or preliminary site assessments. We need professionals capable of engaging directly with utility companies, municipalities, and infrastructure providers to obtain documented service commitments or confirmations.

Scope of Work

1. Electrical Utility Will-Serve Letters

* Engage the serving electric utility.
* Submit service availability and large-load inquiries for 1MW–20MW facilities.
* Request formal Will-Serve Letters or equivalent written utility confirmations.
* Establish available capacity, potential upgrades, and anticipated energization timelines.
* Coordinate required preliminary utility applications.

2. Fiber Connectivity Confirmations

* Contact telecommunications and fiber infrastructure providers.
* Verify dedicated fiber availability and serviceability.
* Obtain written service availability letters or equivalent documentation.
* Confirm anticipated construction requirements and delivery timelines.

3. Natural Gas Will-Serve Letters

* Identify and engage serving natural gas utilities.
* Request formal gas service availability confirmations.
* Verify potential service capacity, pressure requirements, and extension feasibility.
* Obtain written utility responses.

4. Zoning & Permitting Confirmations

* Coordinate with local planning and zoning departments.
* Obtain written zoning verification confirming whether data center operations are permitted.
* Identify required approvals, conditional-use permits, and development restrictions.
* Document the pathway to construction authorization.

Required Deliverables

For each assigned site:

1. Electric Utility Will-Serve Letter or equivalent formal written response.
2. Fiber Service Availability Letter from a qualified provider.
3. Natural Gas Service Availability Letter, where applicable.
4. Written Zoning Confirmation from the applicable jurisdiction.
5. Utility & Permitting Summary identifying capacity, constraints, timelines, and next steps.

All confirmations must be attributable to the issuing utility or government authority. Where formal letters require engineering studies, deposits, or additional applications, those requirements must be documented.

Ideal Candidate

* Experience obtaining Will-Serve Letters for commercial, industrial, energy, or data center developments.
* Established experience coordinating with electric utilities, fiber providers, and natural gas companies.
* Familiarity with large-load utility service requests.
* Ability to work directly with utility engineering and economic development departments.
* Experience coordinating projects across multiple U.S. jurisdictions.

Engagement & Compensation

We have multiple locations requiring utility verification and anticipate an ongoing relationship.

Compensation will be structured per site with milestone payments tied to documented deliverables. Third-party utility application fees and engineering studies will require prior approval.

Application Requirements

Please provide:

1. Examples of Will-Serve Letters or utility availability confirmations you have previously secured (redacted copies acceptable).
2. Utilities and jurisdictions where you have experience.
3. Typical turnaround time for obtaining written confirmations.
4. Your proposed fixed fee per site.
5. Your capacity to manage multiple locations simultaneously.

We are seeking professionals who can obtain utility documentation—not simply identify utility providers. Successful execution on initial sites will lead to additional assignments across our national portfolio.
