I need a detailed project report that captures every technical, financial, and statutory aspect of a mixed-use development we plan to build in Goa. The scheme blends retail spaces, residential units, office floors, a shopping mall, and a clubhouse, all supported by generous parking, landscaped green pockets, and multiple recreational zones.

The DPR should walk decision-makers from concept to cash flow: site and market studies specific to Goa, preliminary architectural massing, cost break-ups, revenue projections, compliance with local TCP and CRZ norms, and a clear phasing strategy. Please factor utilities, sustainability measures, and traffic circulation into the narrative rather than as after-thoughts.
