Marketing Automation System Development

I run a digital marketing freelance business targeting local restaurants and small businesses in Kotturu and Srikakulam, Andhra Pradesh, India. I currently identify local business leads manually and reach out one by one via WhatsApp and Instagram, then follow up manually — this takes too much time as I scale.

I need an automation system that:

Sends personalized Instagram DM outreach to a list of ~30–50 local business leads/month (Telugu + English)
Uses a WhatsApp click-to-chat link (not cold WhatsApp messaging, to stay compliant with Meta's policy) so leads opt in before I message them
Automatically follows up if no reply within 2–3 days
Logs every lead's status (contacted / replied / warm / converted) into a Google Sheet automatically

Tools open to: Zapier or Make, Google Sheets, Instagram automation tools, WhatsApp click-to-chat — open to your recommendation, but please flag if any suggested tool risks account bans.

I own the lead list and will provide it; I need the automation/workflow built, not the lead sourcing itself.
