I operate MadaTease (www.madatease.com), a U-S registered company that arranges tours, airport transfers, and private drivers in Madagascar. Before I move to Madagascar I want to begin accepting paid bookings, so I need solid clarity on the country’s tourism-license requirements and whether my existing U-S entity can legally hold such a license.

Your role is to walk me through the current Madagascar framework—especially the rules administered by EDBM—for a foreign-owned business. I am interested only in Madagascar requirements at this stage, not U.S. regulations. Concretely, I need:

• A concise, written opinion that states whether a tour operator or related license is mandatory for the services I offer and, if so, the exact category and governing texts.
• An explanation of any ownership, capital, or local-director thresholds that apply to a U-S company.
• A step-by-step outline of the application process, typical timelines, and government fees, plus your indication of which steps you can handle on my behalf.

Please include in your response:
– Your direct experience dealing with EDBM or other Malagasy licensing bodies, preferably for tourism operators.
– Examples of similar projects you have completed.
– Your fee for an initial consultation covering the deliverables above, and your availability during the coming two weeks.

Accuracy and up-to-date knowledge are crucial, as I intend to act on your advice immediately. I look forward to hearing how you can help MadaTease move forward compliantly and with confidence.
