You will have to go over my documentation, advise and eventually prepare letters that I will email the utility legal department.
Few years back I had a deal with one company, then this company was acquired by the another one.
The new company doesn't want to honor the first company obligation, changed rules and made some different requirements, then changed them again. They have created a delay, prices went up during that time, and my project can't be still completed. Now, when I satisfied all conditions and proof I had a written deal with the previous company, my file was transferred to legal department of this company without any outcome.
