Local Android Device Control Dashboard

I run a team that uses company-owned, standard Android phones (no existing MDM layer), and I already have written consent from staff to monitor and administer these devices. I now need a secure, LAN-only solution that lets me see every handset on our office Wi-Fi and act on it through a single browser tab.
What I’m after is a small agent APK that sits quietly on each phone and a web-based dashboard hosted on an in-house server. Once a device connects to the network the dashboard should list it automatically and let me:
• Lock, reset, and locate devices in real time
• Manage app access, settings, and network use (e.g., disable hotspot, block unwanted apps, push new configurations)
The whole flow has to stay inside our local network—no external cloud calls, no third-party MDM subscriptions—so please design the backend (Node, Python, Go, or whichever stack you prefer), API, and database with that in mind. I also expect standard security practices: authenticated access to the dashboard, encrypted traffic between the phones and server, and an audit log of every action.
Deliverables
1. Agent APK with source code and install guide
2. Web dashboard (responsive) with source
3. Server-side code, database schema, and deployment script
4. Setup documentation so my IT staff can install, enroll phones, and perform a remote factory reset without your help
5. Brief hand-over call or video to walk through the solution
Once everything is in place I will test by locking, wiping, and re-enrolling a sample device on our LAN. Payment milestones can track these stages if that works for you.
If you have built similar on-prem Android control tools—especially using ADB over TCP, Device Owner APIs, or custom VPN tunnels—please share a quick outline so we can move ahead.
