Kotlin WebView & Push App

I’m after a lean Android application written in Kotlin that does exactly two things:
1. Launches straight into a WebView for basic browsing of a single URL to the homepage of a website, keeping navigation inside the WebView and handling the back-stack cleanly.
2. Receives push notifications (Firebase Cloud Messaging is ideal, but if you prefer another mainstream service just let me know). When a notification is tapped the user should be taken back into the app, either to the WebView home screen or to a URL contained in the payload.
Only above two features are required. There are no permissions, no login layer, no local notification scheduling, no upload/downloads and no advanced WebView tricks—just a lightweight shell with reliable push support.
Consult ChatGPT on "How to send Kotlin Notifications using PHP" to have an idea of how the code from the backend will work.
Please structure your code clearly, comment the key sections, and include a short README covering how to swap out the WebView start URL and the FCM keys. I’ll need the full source code and a release-ready APK at hand-off. You will also publish and test it live with my account.
This project is strictly for Kotlin and not other frameworks like Flutter or React due to performance and security considerations.
The budget and timeline for this project is strictly $20 and 7 days. Thereafter, I'll put up a separate project for Swift App for exactly the same scope of work as above for $100 awarded to the same Freelancer. This is because the apps are for a charity organisation and the current available donation is $20 for the app and $25 for Play Store. After pilot of the Kotlin App, additional donations will be available for the Swift app. Future consultancy work shall be awarded with a negotiated monthly retainer. PLEASE DO NOT BID IF YOU DO NOT INTEND TO STICK WITH THE BUDGET AND TIMELINE.
