ISO 20022 Callback Endpoint Implementation (acmt.023 / acmt.024)

I need an experienced developer to implement one specific ISO 20022 message flow — acmt.023 (Name Enquiry) and its acmt.024 response — as a standalone, working callback endpoint, deploy it to our server, and demonstrate a valid response from the payment scheme's system.

This is a focused, self-contained task. We are deliberately scoping it to this one message pair only. Do not build a wider platform.

What you will build:
A single inbound callback endpoint that receives acmt.023 (Name Enquiry) requests from a national payment scheme.
Correct handling of the scheme's security model: RSA key wrapping + AES encryption/decryption of the message payload, and XML digital signature as per the scheme's technical specification.
A valid, signed and encrypted acmt.024 (Name Enquiry Response) returned to the scheme.
