ISIC-Moodle Integration Developer Needed

I need an experienced Moodle developer to integrate our ISIC card system with Moodle for the University of Yaoundé I (50,000+ users: students, teachers, and staff).

Core tasks:

1. Authentication: Connect the ISIC card number system to Moodle login (unique code + password creation). Users log in with their ISIC number.

2. QR Code Attendance: Set up QR code scanning so teachers can scan student cards (physical or digital) to record attendance in real time.

3. Grade Management: Implement grade entry for teachers and real-time grade viewing for students.

4. Job & Internship Board: Build a section where administrators can post job/internship offers (validated by ISIC) and students can view and apply.

5. Partner Discount Catalog: Display partner discounts with QR codes for students/staff to scan in stores.

6. Email Notifications: Set up automated emails for attendance alerts, grade publications, new job offers, and institutional communications.

7. Bilingual Interface: Full French/English support (users can switch languages).

8. Admin Dashboard: User management, reports, course management, and platform settings.

9. Staff Portal: Attendance tracking for staff (check-in/check-out).

Technical requirements:
- Scalable for 50,000+ simultaneous users
- Fully responsive (mobile-first)
- Secure (data encryption, role-based access, GDPR compliance)

We already have a simple MVP (non-functional) that needs full backend development and frontend integration with Moodle as the base LMS.
