Government Website With Data Management

I’m building a fully-featured government site that not only informs the public but also houses a secure, integrated data management system. At the front end the public should be able to find key information quickly—news, notices, and any documents we choose to publish—while registered users access their own portal for personalised services. Behind the scenes I need a powerful yet intuitive administrative console that lets staff organise, track, and retrieve data without touching code.

The core dataset is government documents, so the document module must support:
• Document upload and secure storage
• Fast, granular search and retrieval (metadata and full-text)
• Version control with a complete audit trail

Security, scalability, and accessibility are non-negotiable. The build must align with current government compliance standards (WCAG 2.1 AA, data-protection regulations, and any relevant open-data policies). Please architect the solution for high availability, role-based access, and straightforward future expansion—think micro-service friendly, container-ready, or equivalent.

I’m open to the tech stack, as long as it delivers a responsive user experience, modern UI, and hardened back-end (typical stacks I’ve seen succeed include Laravel + Vue, Django + React, or a proven .NET Core approach, but I’m happy to discuss alternates).
