I need a fresh Compute Engine instance spun up on Google Cloud Platform running the latest long-term-support release of Ubuntu. After provisioning, you will:

• Secure the server (SSH keys, ufw, fail2ban, automatic updates).
• Install and configure Nginx as the reverse-proxy / web server.
• Install PHP-FPM (current stable) with common extensions required by Laravel.
• Install and tune PostgreSQL, then create an initial super-user and empty database.
• Pull a clean Laravel skeleton into /var/www, set correct permissions, and confirm that php artisan migrate runs without errors.
• Configure Nginx server blocks so that visiting the external IP shows Laravel’s welcome page over HTTP and HTTPS (Let’s Encrypt certificate).
• Deliver a simple bash script or documented steps so I can reproduce the build on another VM if needed.

Acceptance criteria
1. SSH to the instance returns a secured Ubuntu prompt.
2. https:// loads Laravel’s default page with a valid SSL padlock.
3. php -v and psql both return expected version information.
4. Page load time on a first visit is under two seconds.

Provide the final external IP, the shell script or commands used, and any credentials created (delivered via Freelancer chat or another secure channel). Once these items are verified, the job is complete.
