Full Recharge Panel Development

I need a complete, standalone recharge panel built from scratch with a professional, corporate-style interface. The platform must follow a five-tier hierarchy:

• Admin
• API Manager (ability to add/manage multiple APIs)
• Master Distributor
• Distributor
• Retailer

For launch, please wire in these core services:
• Mobile recharge
• DTH recharge
• Bill payment

Because I am not tying this into any existing system, every module—user authentication, wallet & commission engine, reporting, settlement, and notification layers—has to be self-contained and ready for production use. Smooth API switching, role-based dashboards, and real-time transaction logs are essential.
