Evidence Brief for Immediate Ruling

My lawsuit was dismissed and later transferred even though none of my causes of action were ever struck. I now need a specialist in evidence law to prepare and file a short, decisive brief that forces the court to rule on the merits immediately.
Key facts you will work with
• I hold certified judgment copies that show a “final judgment” was entered without an accompanying order.
• The transcript contains the judge’s statement that he would decide the merits, yet no ruling ever appeared on the docket.
• Spoliation of evidence has occurred, so the motion must press for relief on that ground and cite the statute that keeps a live controversy alive despite any MTCA limitation arguments.
What I need from you
1. Draft a motion/brief requesting an extension solely to allow the court to enter a ruling on the merits, anchored in spoliation principles and the continuing-controversy statute.
2. Incorporate the certified judgment copies (and reference the transcript passage once I supply it).
3. Ensure the filing complies with the State of Mississippi
4. Provide clear filing instructions or handle the electronic submission if you are admitted in the jurisdiction.
I am looking for a firm, fixed-fee bid; this case is already costly and I do not want hourly surprises. If you have successfully reopened terminated matters or compelled courts to issue long-delayed rulings, please outline that experience when you reply.
