Description
BDR Solutions, LLC, (BDR) supports the U.S. Federal Government in successfully achieving its mission and goals. Our service and solution delivery starts with understanding each client's end-state, and then seamlessly integrating within each Agency's organization to improve and enhance business and technical operations and deployments.
BDR is seeking an ERP Architect / Systems Developer (Senior) to join our growing team! This position is fully remote on government-furnished equipment, with core hours of 8:00am to 5:00pm Eastern.
(Military Veterans and HUBZone residents are highly encouraged to apply)
Role Overview
Designs the overall architecture of the Oracle Cloud EPM solution, ensuring it is secure, scalable, maintainable, and aligned with DoD enterprise standards. Works closely with functional and technical staff on configuration and development activities, provides expert guidance across all five EPM modules, and favors out-of-the-box functionality over customization. Serves as a technical advisor on EPM platform design and performance, gathers requirements, translates business needs into technical specifications, and manages data-interface workflows between systems. Also leads design, development, and unit-testing of custom interfaces, extensions, and integrations for the Oracle Cloud EPM solution, mentoring junior developers and supporting release management.
Key Duties
Own the end-to-end Oracle EPM Cloud solution architecture and serve as design authority for the module configuration, integration, and data workstreams
Design Enterprise Data Management (EDM) structures (applications, viewpoints, hierarchies, node types, request workflows, and subscriptions) that feed Planning, Profitability and Cost Management, Account Reconciliation, and Narrative Reporting
Translate business rules and cost-allocation logic into EPM designs, favoring out-of-the-box functionality over customization
Develop business rules, calculation logic, and data integrations (for example, Calculation Manager and Groovy rules, EPM data integration, EPM Automate, and REST APIs)
Review and approve technical design and configuration packages and code packages produced each sprint
Design the inbound integrations from DMHRSi, GFEBS, MHS GENESIS, and DMLSS and the outbound monthly transmission file to the Data Repository
Advise on platform performance, environment strategy (development, test, training, and production), and Oracle quarterly update impacts
Participate in sprint planning, reviews, and retrospectives with Government stakeholders
Mentor configuration and development staff and perform peer review of their work
Required Minimum Qualifications
Bachelor's degree in Computer Science, Information Systems, Engineering, or related technical field
12+ years in IT, including 7+ years hands-on experience designing and implementing Oracle Cloud EPM or similar ERP financial solutions
Expert-level knowledge of Oracle EPM Enterprise Data Management plus at least two other in-scope modules (Planning, Account Reconciliation, Narrative Reporting, Profitability & Cost Management)
Experience designing solutions for Federal Government customers
Cloud-based software experience (SaaS, COTS, GOTS, or Commercial Service solutions)
Strong Agile/Scrum methodology knowledge, including customer-facing Scrum interactions
Familiarity with FedRAMP, NIST, and FISMA compliance and security requirements
8+ years of software/interface development experience
Experience with API-based integrations and middleware at enterprise scale
Hands-on development experience with EPM business rules, data integration, and automation scripting
Experience designing multi-module EPM solutions with shared master data and hierarchies
Ability to lead design workshops and present architecture decisions to Government stakeholders
Ability to obtain and maintain a Tier 2 background investigation and CAC eligibility
Preferred Qualifications
Agile/Scrum delivery experience; federal program experience preferred
Experience with Oracle EPM Cloud for U.S. Government or other DoD-hosted cloud environments
Background in cost accounting, cost allocation, or healthcare finance
Experience with integration middleware such as MuleSoft
Prior experience supporting the Defense Health Agency (DHA) or Military Health System (MHS)
The compensation range for this position is $157,500 to $182,000. Compensation decisions depend on a wide range of factors, including but not limited to location, skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
