EEO Website Redesign and Data Upload System

I have website (WWW.EEO-MadeSimple.com) that I would like help rebuilding as a conventional, portable website rather than having a website that is built on Website builder. I would like the site to have a Secure Data Upload system where clients can upload MS Excel data files to me. I have a proposed visual design that I can share. I'll like to use the existing EEO Made Simple site as the source material. The proposed visual design will preserve the important substance and credibility, but I would like the site to be modern, professional and portable.
