Position: Civil / Cluster Head — Operation & Maintenance (O&M) of Institutions
Purpose:
To prepare cost estimates, Bills of Quantities (BOQs), and billing documentation strictly in accordance with CPWD DSR 2023/2025 (latest published edition) and applicable SSR/PWD rates, in support of the AMC/O&M contract.
Key Responsibilities:
- Supervise day-to-day civil O&M activities across educational campuses remotely, including masonry, plastering, painting, flooring, waterproofing, and minor structural repairs, along with basic electrical and plumbing work — as instructed by the Head Office based on logged complaints.
- Prepare cost estimates and BOQs strictly referencing DSR 2023 and 2025 item codes and rates (or applicable state SSR/PWD schedules), using quantity take-offs derived through AutoCAD or manual methods.
- Carry out rate analysis for non-schedule items not covered under DSR, supported by proper justification and market rate backup.
- Prepare bills and measurement sheets cross-referenced to DSR item numbers for client billing and audit compliance.
- Validate measurements against BOQs with site staff, and track and apply updates or corrigenda to DSR/SOR as and when revised.
- Maintain daily work reports, maintenance registers, completion records, and material/manpower logs for each institution.
- Report progress, delays, and critical issues promptly to the Project Manager/State Head.
- Assess material requirements, ensure proper storage and utilization, and coordinate procurement.
- Ensure safety compliance and housekeeping standards are maintained without disrupting school/college operations.
Qualifications:
- B.E./B.Tech/Diploma in Civil Engineering (or equivalent experience).
- 1–5 years of experience in civil site supervision, estimation, or quantity surveying.
- Experience with institutional, educational, or government facilities and DSR-based billing is preferred.
Skills Required:
- Civil site supervision in occupied educational campus settings.
- Strong working knowledge of CPWD DSR 2023 and 2025, and at least one SSR/PWD schedule.
- Proficiency in MS Excel for formula-driven estimate and billing sheets.
- Working knowledge of AutoCAD for quantity take-offs.
- Familiarity with CPWD/PWD specifications and IS 1200 measurement codes.
- Rate analysis and market survey skills, with high numerical accuracy.
Key Performance Indicators (KPIs):
- Timely completion of civil O&M work with minimal disruption to academic operations.
- Accuracy of DSR-based estimates, BOQs, and bills.
- Zero major safety incidents.
- Minimal repeat complaints or defects.
- Timely billing in accordance with DSR norms.
- Proper upkeep of material and inventory records.
Additional Details:
This is a long-term role spanning 7–10 months or more. The remuneration will be adjusted to a monthly basis within a competitive range of ₹25,000–₹50,000 INR per month. Emphasis is placed on candidates proficient in creating accurate DSR-based bills.
