Editable Queensland Service Area Map

I need a high-resolution, fully detailed map of Queensland that shows every town, road and key feature while treating all regions with the same visual weight. The final file must be delivered as a layered PDF so I can open it in Adobe Illustrator, Affinity Designer or any other vector editor and switch individual service areas on or off, recolour them, or add new boundaries without losing quality.

To make future updates painless, please include a concise, step-by-step guide that explains exactly how you set up the layers, how to lock or unlock them, and the quickest way for me to adjust colours, text labels and boundary lines. Screenshots or a short screencast link are welcome if that speeds things up.

Deliverables:
