DeviceGuard User Management Module

I need a focused user-management module added to our existing DeviceGuard panel. The current dashboard already handles device data; what’s missing is a secure, permission-based area where authorised staff can administer users and inspect their activity history.

Scope of work
• Build the user-management section so it can be reached from the main navigation without disrupting current functionality.
• Gate the entire section behind a granular permission check—only users granted the “User Admin” privilege should see it, regardless of whether they are administrators, managers, or power users.
• Inside the module, present a searchable list of accounts with the ability to open each profile and view a time-stamped activity log (log-ins, critical actions, and permission changes at minimum). No create/edit or role-assignment tools are required in this phase.
• Follow the existing code style and framework choices of the panel (React front end with a Node/Express back end and a MongoDB store). If you spot a cleaner implementation pattern, let me know before coding.
• Deliver clean, well-commented code plus a brief setup guide so my in-house team can test and merge it.

Acceptance criteria
1. A user without the “User Admin” permission cannot access any user-management route, even via deep links.
2. The activity log loads in under two seconds for up to 5,000 entries and paginates gracefully.
3. All new routes pass the current Jest and Cypress test suites and add coverage for the new functionality.
