Develop Website with Illustrations

I want to get a complete website built from the ground up and, at the same time, have original illustrations created to give the site a distinctive look. My priority is functional, modern Website Development, and I’ve chosen Illustration as the graphic style to weave throughout the pages—think custom headers, section breaks, or product visuals rather than stock art.

I have not fixed the exact site category yet, so I’m open to your guidance on the best platform or framework once you understand my goals. What I do know is that I need a developer-designer who can:

• plan and build a clean, responsive site,
• create cohesive illustrations that match the overall aesthetic, and
• integrate those visuals seamlessly into the layout so the artwork feels native, not bolted on.

Please let me know which tech stack or CMS you recommend, how you approach illustration embedded in web projects, and provide a timeline from first draft sketches to final site launch. If you can show examples where you handled both coding and custom artwork, that will help me move quickly on awarding the project.
