Custom Sound Notifier for Windows

I want a small Windows tray application that listens for new messages arriving in both Discord and Telegram and then plays a user-chosen MP3 or WAV file. Any method that proves most reliable for each platform is fine—hooking the toast notifications, tapping the API, or another clean solution—as long as every single incoming message triggers its sound without noticeable delay.

The app should let me assign a different track to each service, set the playback volume, and switch sounds on or off quickly. It must stay unobtrusive (tray icon, autostart option) and work on Windows 10 and 11.
