Custom self sustaining Solar-Powered LED Light

I'm looking for an electrical engineer to design and build a custom solar rechargeable 12V, 24-inch 5-8 watt LED light system.The light will be used outdoors and needs to provide medium brightness for general use. It should be able to stay on for at least 10 hours a night. It needs to be light and compact.

Requirements:
- Solar panel should be monocrystalline
- Light should be weather-resistant and durable for outdoor use
- no need for mounting hardware and installation instructions

Ideal skills and experience:
- Expertise in electrical engineering, especially with solar power systems
- Experience designing outdoor LED lighting
- Knowledge of weatherproofing and durable materials
