Custom Offense/Strike System for PHP Pro Bid

We would like a custom admin-only offense/strike system added to PHP Pro Bid. Admins should have a configuration page/panel to be able to configure different offenses with accompanying strike point value, which then can be recorded against individual members from the Site Users page. Each member should have an automatically calculated total strike count, visible only to administrators next to the users account on the Site Users page. Each member should also have an Offense History section, similar to the existing account/payment history, showing all previous offenses and their details.

Each offense should record the offense type, strike value, date, a field for the admin to put their name as the recorder of the offence, a field for a private admin-only note, and a field for information that will be included in the automatic email that is sent to the offending member.

We also require a configurable strike threshold system, allowing administrators to define automatic consequences at different strike totals, for example:
5 strike value points = 30-day suspension
7 strike value points = permanent ban (can be appealed

When an offense is recorded, the system should automatically email the affected member to notify them that an offense has been recorded on their account. The email should include Offense type,
Strike value, Date, Member's new total strike count, if applicable any resulting account action against their account (such as temporary or permanent ban), as well as letting them know they can reach out if they deem this as a mistake, or to resolve the matter (in terms of non-payment/non-delivery).

Perhaps the email wording could be configurable through the configuration page.
