Custom Battery Level Indicator PCB Design

We need a simple pcb designed. Looking for a battery level indicator board similar to the version found here (https://a.co/d/01rKiWNE) but with the specs below. We need it small like this board with reasonably bright LED's. We would like it powered by the battery it is measuring if possible. If not powered by a coin cell or AAA battery. We will need a protoype as well. We can handle that in house if necessary but the ability to provide it is a plus.

• Below ~2.8V: all LED’s off
• 25%: ~2.8-3.0V: 1 LED on
• 50%: ~3.3-3.4V: 2 LED’s on
• 75%: ~3.6-3.7V: 3 LED’s on
• 100%: ~4.0-4.2V: 4 LED’s on
