Hi Iam looking to make this casino sweepstakes: https://github.com/1stake/online-casino-platform : It is designed to feel like an online casino, but legally it tries to structure the transaction as a free promotional sweepstakes rather than “pay money → place a bet → win money.” Usually there are two currencies:

* Gold Coins (GC) — bought with real money, but supposedly have no cash value and are only for entertainment.
* Sweeps Coins (SC) — promotional credits that can potentially be redeemed for real prizes/cash.

You might see something like:

$20 → 20,000 Gold Coins + 20 Sweeps Coins

The important legal argument is that you’re buying the Gold Coins, not buying the Sweeps Coins. The Sweeps Coins are a promotional bonus. There also has to be a free way to obtain the sweepstakes entries, often called an Alternative Method of Entry (AMOE).

The legal theory is based around the idea that a traditional lottery has prize + chance + consideration (payment). If the operator removes the payment requirement by providing a genuine free-entry route, it argues that the promotion isn’t an ordinary paid lottery. But how does the casino make money?

This is the interesting part.

Suppose 100,000 players buy Gold Coins.

They might collectively spend $10 million buying entertainment currency.
