Convert PDF Design to Layered AI

I have a finished design sitting in PDF format, and I need it rebuilt in Adobe Illustrator as a fully layered, high-resolution source file. The end use is professional printing, so colour accuracy and crisp vector detail are critical.

Images and shapes must remain completely editable on their own layers so I can tweak layout or swap artwork later without starting from scratch. Any embedded raster graphics should retain maximum resolution, while all vector elements stay sharp at any size.
