Convert Image to SVG Vector

I have a single reference image that has to be reproduced as a clean, scalable SVG so I can forward it straight to my printer for larger-format production. Only change is please make everything one color, blue. Proportions and every piece of text must match the original exactly—no substitutions or stylistic tweaks.

Please keep the file lightweight, properly grouped and free of stray points so my print partner can open it without further tweaks. Once finished, send me the final SVG along with a quick preview JPG so I can double-check everything on my end before sign-off.
