Complete Irish Home Care Tender -- 2

I have an active Home Support Services tender issued through the HSE / eTenders portal and I need a partner who can carry it from start to finish with me. The scope is full-cycle: reviewing every line of the RFT, drafting all narrative responses, assembling policies, quality statements and evidence, and packaging the final submission so it is 100 % compliant before deadline.

What I specifically need
• Comprehensive support across responses, document collation, compliance checks and final upload – not just high-level advice.
• Detailed writing of the quality and service-delivery sections, showcasing robust clinical governance, safeguarding, GDPR and risk-management practices.
• Creation of policies, procedures and supporting evidence from scratch (I do not have usable templates).
• Careful review of all compliance documents to meet current Irish public-procurement and HSE standards.
• Systematic organisation of certificates, insurance, workforce data and any appendices so the submission is audit-ready.

Acceptance criteria
1. Every mandatory field in the tender portal completed and cross-referenced to the specification.
2. All requested policies supplied in the correct format, signed and dated.
3. Narrative answers score at least “Good” on the HSE evaluation matrix for Methodology, Quality & Capacity.
4. Final zip / portal submission validated with zero system warnings.

If you have proven success on Irish healthcare, home-care or wider public-sector bids, I would welcome examples or references. We will work collaboratively via SharePoint, Teams or a tool of your choice, but I expect you to drive the timetable, flag information gaps early and maintain version control throughout.
