Overview
Service New Brunswick (SNB) is seeking an experienced Communications Specialist III / Change and Communication Lead to support the CAMA Renewal and Valuation Enhancements Solution (CRAVES) Deployment Project.
The successful candidate will play a critical role in planning and executing organizational change management, communications, and stakeholder engagement strategies to support the successful deployment of a modern SaaS-based property assessment system across the province. 00299 - SoW - Flextrack - CCM L…
This role involves working closely with project teams, stakeholders, and government departments to ensure smooth adoption of new systems and processes while minimizing organizational disruption.
Key Responsibilities
Change Management & Strategy
Develop and implement a comprehensive change management strategy and communication plan aligned with project objectives.
Lead change initiatives across the organization from planning through implementation.
Identify potential resistance to change and develop mitigation strategies.
Ensure all change management activities align with SNB’s Project and Change Management Framework.
Communications & Stakeholder Engagement
Develop and deliver clear and targeted communications to internal and external stakeholders.
Prepare materials such as presentations, newsletters, digital brochures, and project updates.
Facilitate workshops, consultations, focus groups, and stakeholder meetings.
Maintain a stakeholder register and conduct impact assessments for affected groups.
Training & Adoption
Design and execute training programs and workshops to support system adoption.
Develop training materials and deliver sessions in English and French.
Coach internal SNB staff on change management practices to build internal capabilities.
Project Support & Governance
Maintain project documentation and collaboration platforms (e.g., SharePoint).
Monitor project progress and communicate updates to stakeholders.
Track risks related to change management and maintain the risk register.
Evaluate adoption metrics and report on performance indicators.
Requirements
Required Qualifications
Education
Bachelor’s degree in Communications, Business Administration, Organizational Change Management, or a related field.
Experience
Minimum 6 years of change management experience in multi-year projects.
Demonstrated experience in enterprise-level change and communication management in the public sector.
Experience supporting large digital transformation initiatives.
Experience working with provincial or federal property assessment divisions in transformation projects.
Certifications
Prosci Change Management Certification or equivalent professional certification.
Technical Skills
Strong experience with Microsoft 365 tools including:
Word
Excel
PowerPoint
SharePoint
Forms
Familiarity with digital collaboration tools such as:
Microsoft Teams
Zoom
Miro
Language Requirement
Full professional proficiency in both English and French.
Preferred Experience
Experience leading organization-wide change initiatives across multiple large projects.
Experience with Tyler Technologies CAMA solutions in government environments.
Strong background in stakeholder engagement and communication strategies in large-scale IT transformation programs.
Contract Details
Duration: April 1, 2026 – March 31, 2029 (745 days)
Extension: Possible extension of up to 250 additional days
Work Schedule: Monday – Friday, 8:15 AM – 4:30 PM AST
Work Location: Remote (must reside in Canada)
Travel: Occasional travel to New Brunswick may be required.
