Cold Outreach Lead Generation Optimization

I am Fahad, A software Engineer. I have been doing email marketing in the photography niche for 2 months. I was trying to find HVAC clients using Google Maps and phone calls, and also trying to reach remodelers using Instagram dm for my website development service. Email marketing: not a single chance; I got 1 positive message, and some were negative. I am not sure if I am gonna get any clients. Google Maps fails cause maximum have websites or call customer care. For Instagram, no one has even seen my dm. I have skills; I can make websites, but not getting a single client. I'm thinking of taking help from experts; what should I do? I need some suggestions. I don't have much money to invest.
