Code for Automated Application Grading

I need a coding expert to develop an automated grading system for written applications. The grading code should evaluate 5 criteria:

- Problem specificity: How well-defined is the problem?
- Solution uniqueness: Is the proposed solution well thought out and unique
- what stage of development the application is (I.e how further along their journey they are)
- if the target beneficiaries have been identified and how specific they are, secured funding, meeti ng investors?
- High value and partnerships: Is the solution of holistic, well planned, destined for success? Already being recognised, high value? Ability to present their ideas well

Ideal skills and experience:
- Strong coding proficiency
- Experience with grading or evaluation systems
- Ability to implement criteria-based assessment
