Project: Build a Multi-Tenant SaaS Travel Agency Operating System (TAOS)

We are looking for an experienced full-stack developer or a small professional software team to design and develop a cloud-based Travel Agency Operating System.

The platform will serve multiple independent travel agencies through one SaaS application, with strict data isolation between agencies. Each agency will have its own branches, users, roles, customers, suppliers, bookings, financial records, integrations, settings, and reports.

The engagement should begin with a paid discovery and technical design milestone. This stage will review the available functional study, define detailed user stories, UX/UI flows, database architecture, API contracts, security model, MVP scope, timeline, and development milestones. Development will continue after approval of this stage.

Core MVP scope:

* Multi-tenant SaaS architecture with secure agency data isolation.
* Agency subscriptions, branches, users, roles, and detailed permissions.
* Customer, traveler, passport, and travel document management.
* Travel request and sales opportunity management.
* DMC and supplier management, including supplier quotations and settlements.
* Quotation builder supporting hotels, flights, visas, insurance, cars, transfers, tours, trains, cruises, SIM cards, and custom services.
* Multiple quotation versions, alternatives, pricing, markups, taxes, and cancellation policies.
* Arabic RTL and English quotation output as PDF or secure customer web link.
* Customer approval, rejection, or change-request workflow.
* Price and availability revalidation after customer approval.
* Post-approval booking execution, confirmations, deadlines, tasks, alerts, and final travel documents.
* Customer payments, partial payments, payment allocation, outstanding balances, and payment schedules.
* Supplier invoices, supplier payments, operational expenses, expected profit, and actual profit.
* Cancellation, change, partial refund, full refund, and financial settlement workflows.
* Optional Paymob payment gateway integration for each agency using Payment Intention, Checkout, Webhooks, HMAC verification, refunds, and settlement reconciliation.
* Optional ZATCA e-invoicing integration for each agency or branch.
* Branch cashboxes, operational financial reports, management dashboards, audit logs, and security events.
* Secure document storage, access logs, backups, and privacy controls.

External flight data API integration:

TAOS must integrate with a flight information API such as FlightAware AeroAPI or an approved equivalent provider.

The purpose of this integration is to retrieve general flight information only. It is not intended for airfare pricing, availability searches, reservations, ticket issuance, or GDS functionality.

The user should be able to enter a flight number and travel date, then retrieve available information such as:

* Airline name and IATA/ICAO codes.
* Flight number.
* Departure and arrival airports.
* Airport names, cities, and country information.
* Scheduled, estimated, and actual departure and arrival times.
* Departure and arrival terminals or gates when available.
* Flight duration, route, and operational status.
* Delay, cancellation, or diversion information when available.

The retrieved information must remain editable by authorized users. TAOS must always provide a manual data-entry fallback if the API is unavailable or does not return complete information.

External hotel content API integration:

TAOS must integrate with a suitable hotel content or location-data API. The provider should be proposed by the developer and approved by the client.

The purpose is to retrieve general hotel information only. The integration does not need hotel prices, room availability, inventory, or direct booking capabilities.

The user should be able to search by hotel name and destination and retrieve available information such as:

* Official hotel name.
* Country, city, area, and full address.
* Geographic coordinates and map location.
* Hotel category or star rating.
* Hotel description.
* Amenities and facilities.
* Check-in and check-out information.
* Contact information and website.
* Hotel images where the provider legally permits their use and display.

Hotel information must remain editable, and manual entry must always be available.

External data integration requirements:

* Flight and hotel API providers must be replaceable through a provider abstraction layer.
* API credentials must be encrypted and configurable.
* API failures must not prevent users from continuing manually.
* Imported information must be saved as a historical snapshot.
* The system must record the data source and the last update time.
* Rate limits, caching, retries, timeouts, and API usage costs must be considered.
* Third-party API subscription fees must be estimated separately and will be paid by the client.
* The developer must identify any provider restrictions related to storage, redistribution, images, or commercial SaaS usage.

Important project boundaries:

* This is not a generic CRM or a prebuilt travel website.
* No airfare pricing or flight availability search is required.
* Direct GDS reservations or ticket issuance are not included.
* Advanced BSP, EMD, Reissue, Void, and airline post-sales processes are not part of the initial MVP.
* Hotel prices, room availability, and direct hotel booking integrations are not included.
* Full general accounting, general ledger, trial balance, and financial statements are not included.
* A unified WhatsApp or email inbox is not included.
* TAOS must not store sensitive card data or centrally collect funds on behalf of agencies.
* Each agency will connect its own payment gateway merchant account.

Technical expectations:

* Propose and justify a modern, scalable technology stack.
* Responsive web application with professional Arabic RTL support.
* API-first and modular architecture.
* Secure tenant isolation and role-based access control.
* Clean and maintainable source code with complete ownership transferred to us.
* Database schema and migrations.
* API documentation.
* Automated tests for critical workflows.
* Git-based development with regular code reviews and demonstrations.
* Deployment documentation, CI/CD setup, backup strategy, and production handover.
* All third-party services must be configurable and replaceable.

A detailed functional and operational study is already available. It will be shared only with shortlisted candidates after a confidentiality agreement.

2. Your proposed technology stack and architecture.
3. Whether you are an individual or a team, including each team member’s role.
4. Your suggested MVP timeline.

7. Your recommended flight and hotel data providers and their estimated recurring costs.
8. What information or decisions you need before starting.
9. Your post-launch warranty and support terms.
