Chrome Download Flag Issue Fix

My web application is currently triggering unwanted download-security flags in Chrome. I need someone who truly understands how Chrome evaluates file downloads, certificate chains, HTTP headers, MIME-types, and related policies so we can pinpoint the root cause and clear the warning.

What I expect you to do
• Audit the download process end-to-end, including server configuration, SSL/TLS setup, content headers and any code-signing or certificate steps we may be missing.
• Implement the necessary adjustments so Chrome stops flagging the files.
• Run validation on the latest Chrome builds (desktop Windows/macOS) and supply evidence—screenshots, DevTools console logs, or equivalent—that the fix works.
• Give me a concise report describing what was changed and why, so we can keep the site compliant going forward.
