C++ Developer for Desktop Application - Employee Record Management System

I need a straightforward employee record manager written in modern C++ for Windows. Although the program will run locally, I’d like the front-end to feel web-based—clean, form-driven pages and an interactive grid rendered with whichever embedded HTML/CSS or lightweight web-view library you are comfortable with.

All data must be persisted in a local CSV file; please do not rely on SQLite or JSON. Core functions include adding, editing, deleting, and listing employees, plus a quick search that filters by Name or ID in real time. An admin-only login gate is required, and users must be able to export the full table to Excel-compatible CSV with one click.
