Materna Belgium B.V. is expanding Materna’s presence at the heart of Europe. From our Brussels office, we support European institutions, EU Member States and public-sector organisations in translating European policies, regulations and digital priorities into practical solutions with measurable impact.
As a Business Analyst / Requirements Engineer EU Digitalisation (F/M/X), you will act as the link between business stakeholders, subject-matter experts and delivery teams. You will help transform complex business and regulatory requirements into clear, structured and implementable solutions that contribute to the successful delivery of digital public services across Europe.
As Business Analyst / Requirements Engineer EU Digitalisation, you will
analyse business, organisational and regulatory requirements for European institutions and public-sector organisations.
facilitate workshops, interviews and stakeholder discussions to identify, validate and align business needs and expectations.
translate complex requirements into user stories, business rules, use cases, process models and functional specifications.
manage and prioritise requirements throughout their lifecycle and ensure traceability from business needs to implementation.
contribute to business-oriented data models, information flows and functional specifications for data exchange and interoperability initiatives.
support the analysis, design and continuous improvement of digital public services by ensuring that business requirements are translated into practical and implementable solutions.
collaborate closely with business stakeholders, technical experts and project managers to ensure a shared understanding of objectives and requirements.
contribute to studies, assessments, proposals and consulting activities related to digital transformation initiatives within European institutions.
Your profile
What you bring
University degree in public administration, political science, economics, law, business informatics, computer science or a comparable field
Several years of experience in business analysis, requirements engineering, process management or functional design
Experience eliciting, analysing, documenting and managing requirements in complex environments
Experience facilitating workshops and aligning business, functional and technical stakeholders
Practical experience with requirements engineering techniques and artefacts such as user stories, use cases, acceptance criteria, BPMN, DMN or comparable approaches
Experience with digital public services, complex administrative processes or cross-organisational environments; domain knowledge in areas such as customs, taxation or related public-sector domains is considered an advantage
Understanding of digital public services, administrative processes or data-driven system landscapes
Strong stakeholder engagement and communication skills, with professional proficiency in English (C1 or above) and German and French (B2 or above)
What makes you a great fit
You quickly understand complex business, regulatory and technical contexts and structure them clearly
You listen carefully, ask the right questions and bring different perspectives together into a shared understanding of requirements
You formulate requirements precisely, consistently and in a way that is appropriate for the target audience
You identify gaps, contradictions and dependencies early and work with stakeholders to develop viable solutions
You enjoy working analytically in international and interdisciplinary environments while maintaining a structured and detail-oriented approach
