Responsibilities
Peraton's Department of the Interior (DOI), U.S. Fish and Wildlife Service (FWS), and NOAA's National Marine Fisheries Service (NMFS) have identified a critical gap in the federal government's ability to conduct comprehensive Endangered Species Act (ESA) research. While FWS operates an authoritative web-based platform for managing data for terrestrial and freshwater species, it does not currently include NMFS marine and anadromous species data forcing agencies to rely on separate, manual processes. This program closes that gap by integrating marine and anadromous species data into the existing FWS platform, creating a single, unified experience for all ESA-listed species.
Peraton is seeking a Business Analyst with deep expertise in NOAA Fisheries (the National Marine Fisheries Service, the federal agency within NOAA responsible for managing and conserving U.S. marine resources) data systems and consultation processes to serve as the dedicated NOAA Fisheries liaison on a federal data integration program. You will ensure NOAA Fisheries requirements are accurately captured, data systems are properly documented, and all required approvals are obtained throughout the project.

Roles and Responsibilities
Serve as the dedicated SME for NOAA Fisheries business processes, data systems, and stakeholder coordination
Document NOAA Fisheries-specific consultation requirements including marine and anadromous species regulatory requirements, Critical Habitat designations, and listing status standards
Elicit and document NOAA Fisheries data system requirements including authoritative source identification, data access pathways, refresh cadences, and data stewardship contacts
Coordinate with NOAA Fisheries SMEs to obtain approval on schema harmonization decisions and ensure all data modifications are authorized
Facilitate iterative range map review cycles with NOAA Fisheries SMEs and coordinate input on map accuracy and completeness
Support development of NOAA Fisheries-specific decision logic and template content requirements
Coordinate NOAA Fisheries co-signature on the ESA Section 7 Compliance Validation Checklist
Facilitate NOAA Fisheries partner office participation in pilot consultation workflows
Serve as the primary liaison between the Peraton team and NOAA Fisheries
Qualifications
Basic Qualifications
Bachelors degree and 8 years professional experience or a Masters degree and 6 years professional experience or an Associates degree and 10 years professional experience; or a high school diploma/equivalent and 14 years’ professional experience.
U.S. Citizenship required; must have the ability to obtain and maintain a Public Trust clearance
Demonstrated years of experience in business analysis or program support on federal environmental or marine science programs
Strong understanding of ESA Section 7 consultation processes for marine and anadromous species
Experience facilitating government stakeholder reviews and obtaining formal approvals
Excellent written communication skills; experience producing government-facing documentation
Preferred Qualifications
Direct experience working with or supporting NOAA Fisheries operations or data systems
Direct experience with NOAA Fisheries authoritative data systems or marine species databases
Experience coordinating multi-agency deliverable approvals (FWS + NOAA Fisheries)
Familiarity with federal data governance standards and OCIO-authorized data pathways
CBAP or equivalent BA certification
Active Public Trust Clearance

Target Salary Range
$86,000 - $138,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.EEO
