Build & Deploy Solana Meme Coin

I need an SPL smart contract for a meme-coin on Solana with a hard-capped supply of exactly 100 million tokens. The contract must compile cleanly in Rust (Anchor or native Solana program framework is fine) and be delivered with full, human-readable source code, comments, and rights transferred to me.

Scope of work
• Code the fixed-supply token contract.
• Implement a basic liquidity-lock mechanism—recommend the safest standard approach and then code it.
• Write unit tests and a short README that explains build, test, and deployment steps (Solana CLI commands, keypair handling, etc.).
• Deploy the program and token to Solana mainnet once tests pass.

Process & milestones
1. Contract skeleton + supply cap logic → review & testnet demo.
2. Liquidity-lock feature integrated → security review & testnet verification.
3. Complete test suite, README, and mainnet deployment → final sign-off.
